The paper identifies vulnerabilities in a US homeland security system which was then being trialled in Detroit, as described by (Zeng et al., European Journal of Operational Research 173, 2006), vulnerabilities which may lead to unpredictable run-time failures. The paper shows how to almost totally ameliorate these vulnerabilities. It has subsequently influenced others working in related policing and security policy optimization fields (Gurgel et al., IEEE Industrial Engineering and Engineering Management, 2011, pp. 76-80).
