This paper is the 2nd from HSE CRR263 (£97,000). It builds on a previous paper (Hare, Cameron & Duff 2006). The findings provide guidance on ‘planning for H&S’ within the framework of the CDM Regulations. The practical implications go beyond the UK as CDM originated from EU Law and has become the template for many counties worldwide. The paper describes planning tools that now feature in HSE/Construction skills guidance (www.cskills.org) and other international websites (www.saferdesign.org). Several tools e.g. integrated risk registers, safety responsibility charts and safety milestones were subsequently adopted on DWP projects, with only 10% of normal accident rates.
