The article examines how liberal ideals of progress, central to Western thought, became integral to visions of railway investment, development and technologies within British imperial areas of India and Africa during the period 1850-1939. Primary evidence includes books proposing rail development within the British Empire, together with the writings of notable members of British society and organisations (such as Sir Harry Johnston, racial theorist and member of the Royal African Society). The responses of important thinkers in India, such as RC Dutt and Gandhi, provide an alternative and challenging perspective.
