This paradigm-setting paper unifies a previously disparate group of research topics to derive a new area for development. It considers: non-standard search and rescue requirements; capabilities of and requirements of human + robot swarms; wireless localisation and mapping; and assistive human-robot interactions for no-visibility conditions. From these, state of the art solutions are determined which formed the basis of the EPSRC-funded REINS project (EP/I028757/1 £456k).
