This is a historical monograph of considerable scale and scope, based on a mixture of primary and secondary research. Primary research was undertaken at Stanford University's extensive Hoover Institution Archive. Riga’s research involved analysis of sources in English, Russian, Ukrainian, German, French, and Italian. The monograph represents 8 years of research work.
