English abstract

This article examines the development of Labour’s policy on Welsh devolution c.1960–80. Recent work has extended understanding of differences over devolution in the Welsh Labour party and between Labour’s London headquarters and Cardiff. Yet Labour’s role in devolution has yet to be placed within a broader context. Using extensive, largely unseen, primary sources, this article does this by considering the extent to which the policy was consistent with Labour’s traditional doctrine and ethos, evaluating how it was influenced by long-standing inner-party tensions and rivalries, and by examining how the party’s numerous problems during the period influenced debates and outcomes.
