f. Researcher's contribution: This output is based on a multi-dimensional research project which combined a political economy, content analysis, interviews with journalists and case studies. This article summarises key findings but the bulk of the article focuses on the political economic analysis. Franklin and Lewis were co-PIs and Williams was the lead researcher. All three authors contributed equally to the article.
