This paper, supported by EPSRC, introduces the world first analytical and experimental confirmation of coherent surface change detection using passive imagery from navigation satellite signal reflections, with accuracies in the cm range. The passive system, with a size and complexity of an ordinary GPS receiver, positioned stationary on a surface, provides shadow free, 24/7 weather tolerant surface variation over km range. This publication gives the green light for the most compact, universal and cost effective tool to monitor highway and railway slope stability, dams and bridges deformation and landslides predictions.
