In this paper, a novel multiobjective optimization frame-work that tackles the problem of Mobile WiMAX access network design in terms of both cost effectiveness and reliability is presented. The results of the paper arose from the FP6 RANPLAN-HEC project. The paper also formed a basis for a further FP7 grant IAPP@RANPLAN. The results of the paper contributed to the development of the Intelligent Cell Optimisation (ICO) module of Ranplan’s iBuildNet tool, a world leading software suite for radio access network planning and optimisation that has been adopted by many large mobile operators and telecom vendors (www.ranplan.co.uk).
