The book is based on extensive empirical data collection and analysis over a 7 year period. The data are diverse and cross-national, involving observation, interviews and analysis of documents at the European Integrated Pollution and Prevention Control Bureau in Seville over a 2 months period and two months with a German licensing authority, and data collection over 7 months with Environment Agency permitters in England. The analysis of these qualitative empirical data is innovative and complex, tracing intersections between the legal and social spheres from a discourse perspective. The project occupied 70% of the author�s research time.
