This report and associated research, is published by the National Physical Laboratory (NPL) and was subject to strict internal review procedures. The work proves the reliability of software measurement standards. It was directly NPL funded and has been recognized as a measurement standard. Software uncertainty is highlighted as a significant contributor of measurement uncertainty. Variation of the software was analysed, and the ambiguity of parameter definitions detailed. The F1 software measurement standards, developed here, have been distributed to national institutes of the USA (NIST) and Germany (PTB) and have contributed directly to the new ISO 25178 metrology standard.
