This publication resulted from a multi-year research project, the author�s principal research project during the period July 2005-January 2008. The book reports original empirical research with multiple components: key interviews with members of the judiciary and civil servants in the United Kingdom, the US and Canada; qualitative focus groups with ex-offenders in the United Kingdom; quantitative research involving a representative sample of the public in the UK; a review of statutory sentencing provisions in a range of common law jurisdictions; quantitative analysis of statistical data derived from Minnesota. The empirical research was supported by an external funding source (Nuffield Foundation).
