This paper is the first definition of a measure of travel time reliability, for use in travel information systems; it is thus understandable to users and allows for the calculation of accurate travel time upper and lower bounds. The paper has stimulated further research on the topic by numerous researchers, and has established itself as a key reference in the field, having been referred to in further work by numerous other researchers (notably H. Rakha, Virginia Tech – USA; M. Ramezani, EPFL – Switzerland; and W.Y. Szeto, University of Hong Kong – China).
