This work sets the theoretical basis for the implemention of PIV (Particle Image Velocimetry) and Particle Tracking experimental techniques in turbulent superfluid helium. The mechanism of interactions between tracer particles and quantized vortices, which is described in detail, advances understanding of superfluid turbulence and affects the interpretation of turbulence experiments performed by the PIV and Particle Tracking techniques. This work is being used by experimental groups in Florida (Prof. S. van Sciver, vnsciver@magnet.fsu.edu), Maryland (Prof. D.Lathrop, lathrop@umd.edu), and Prague (Prof. L.Skrbek, skrbek@fzu.cz).
