The transportation of Non Indigenous Species (NIS) via ship ballast water discharge has a major impact on the local marine eco-system. The paper demonstrates that the current rules aimed at avoidance of NIS transport are overly simplified. These rules are set by the International Maritime Organisation (IMO), the UN agency that governs global maritime legislation. The paper was tabled as an information document at the 59th Marine Environmental Protection Meeting (MEPC59/INF.25.); MPEC is the forum where maritime environmental legislation is decided.
