Definitive �state of the art� multilevel latent-variable approach to evaluating contextual effects and contextual value-added (CVA) models with broad applicability across the social sciences. Integrates structural equation and multilevel models of contextual/climate effects to evaluate school effectiveness, and school-to-school variation in effectiveness used to construct league tables. This is the primary paper from my ESRC Professorial Fellowship to develop better CVA models of school effectiveness; basis of invited keynote addresses to 2009 International Meeting of the Psychometric Society on its statistical basis and to 2010 Research Methodology Festival symposium on League Tables
