<20>Over 100 top-traffic and government websites were examined for changes on accessibility indicators from 1999 to 2012, the longest period studied to date. Unlike more circumscribed studies, there were improvements over the years on a number of indicators. Closer examination suggested that improving accessibility might be due, in large part, to changes in good coding practices rather than a focus on accessibility per se. We suggest a new and potentially more fruitful path toward the goal of making the Web accessible for people with disabilities, namely the engineering of explicit accessibility side effects into emerging Web technologies and protocols.
