This paper was the first to assess the efficacy and prospects of carbon labelling from both a psychological and policy perspective. It remains one of the very few papers on the topic and is likely to remain a key reference. The paper was chosen for dissemination in "Science for Environment Policy", the European Commission's environmental news service for policy-makers (12,000+ subscribers). One of the key contributions of the paper is an investigation of the difficulties that lay users of carbon labels have in understanding emissions data due to the lack of meaningful frames of reference.
