The previous edition dates from 2004; the new edition from 2011. In those seven years, EU external relations law underwent very considerable change. Both the EU constitutional project and the Treaty of Lisbon had a strong focus on EU external relations; the EU has become a much more significant international actor; and there have very significant developments in the case law (e.g. the Kadi litigation). As a result, the new edition is a substantial re-write, containing over 30% completely new material, as well as significant conceptual innovation.
