<01>Originality: The paper proposes a practical solution to simplifying data-acquisition hardware for low-sampling-rate spectrum sensing systems. This is achieved by replacing "totally random sampling" with "random stratified sampling" and appropriately rewriting the theory and data processing algorithms.

Significance: The paper proposes a solution to an important aspect of designing cognitive radio systems

Rigour: Formal mathematical analyses support all major findings of this research. Results published in a leading, peer-reviewed journal.
