This article was part of an invited special issue of the Journal of Education Policy entitled Fabricating Quality: Data and the New Governance of Education that was entirely devoted to publications from the ESRC/ESF funded project Governing By Numbers: data and education governance in Denmark, England, Finland, Scotland and Sweden [RES-00-23-1385] co-ordinated by Jenny Ozga. The introductory essay in the special issue provides details of the project methodology, so these are not included in this paper.
