Early nineteenth century, the department of Isère of Paris seemed like a remote and disturbing region inhabited by smugglers, deserters, Italian refugees, workers and mountaineers reluctant to accept the authority of the state. By isolating a homogeneous historic period (1800-1837), this case study compares the theory and practical application of administrative centralisation desired by Napoleon. Taking into account the efforts of the people or citizens, including elders, within the administrative system to return to the local power dynamics all its richness and complexity.
