This is a co-authored chapter to which both authors have contributed equally. Regarding the fieldwork, each author interviewed roughly half of the experts. After every interview we prepared the transcripts and coded the quantitative data, which I then processed to generate the graphs, tables and indices. We then split up the sections, wrote an initial draft and revised those parts that the other author had written. In particular, I wrote the draft of “Civil Service Tradition”, “Scope and reach of patronage within the state” and “Motivations of patronage appointments”. After revising all the sections and introducing changes, both the introduction and the conclusion were written in a jointly manner.
