Mosses,``aimed at documenting state-of-the-art research, new developments, and directions for future investigation in the field of structural operational semantics (SOS)''. The paper introduces a GSOS-like rule format for name-passing process calculi and proves that for operational semantics given in this rule format a form of open bisimilarity is a congruence. It is the first piece of work generalising GSOS from CCS-like languages to pi-calculus-like languages.
