Winner of the architectural competition “Concurso Internacional de Anteproyecto de Arquitectura Recuperaciόn y Puesta en Valor del Monumento Histόrico Palacio Pereira”, for the conservation and redevelopment of Palacio Pereira Santiago Chile, into the offices for the Chilean Council for National Monuments (including an archive, gallery and public spaces). Chandler in collaboration with Chilean Architects Alberto Moletto Rodriguez, Cecilia Puga Larrain and Paula Velasco Ureta.
Palacio Pereira is a Chilean scheduled monument, a key post-colonial building in Santiago unique in its innovative planform. Its current dereliction is a result of no clear or appropriate strategy for the repair and re-inhabitation of the building. Chandler was invited by the Chilean architects as a conservation expert to develop a 'Conservation Strategy' for a Government led competition to design a new 3,500 sq metre redevelopment, and provide the conservation philosophy for the 2000sq metre ruined Palacio. Palacio Pereira was selected as one of two competitions to commemorate the Bicentenary of the Chilean Republic, and to set down a marker for the future cultural development in the country.
Chandler’s research, published in articles in 2010 and 2012 formed the basis for the competitions conservation strategy, and directly contributed to the winning of the Santiago project (equivalent to a £20m project in the UK). The 'Conservation Strategy' is part of the wider research objective which openly questions 'conservation' as 'preservation', rather understanding the role of place, material and use as intrinsic to the way heritage assets are understood and negotiated.
Exhibited at the XVII Chilean Architecture Biennale and the Centro Patrimonial Recoleta Dominica, (10th - 21st December 2012), the design team organised a series of workshops in Santiago culminating in Chandlers developed 'Conservation Strategy' presentation to the Director of Museums and Libraries and the Executive director of the Council of National Monuments in March 2013.
Chandler was invited as a keynote speaker to the Government "Dialogos sobre Patrimonio" two day international conference on heritage at the Central Library of Chile 5-6 November 2013, in conversation with Emilio De La Cerda of the Chilean Monuments Council.
The project design and conservation detailing is due for completion in December 2013
