<32> This paper replicates, extends and reviews a highly-influential 2001 study, with many of the same authors. It reports a multi-institution, multi-national investigation of the skills of over 400 beginning students of programming, and the expectations of their teachers. For this study a new assessment instrument was devised, to better align with students’ expected stage of development. 2013 results confirmed students’ variable performance; but showed teachers’ expectations were much more accurate than in 2001. The results and discussion will contribute to the design of University and School programming courses and to ongoing research efforts.
