<28>Contributed to national policy change, including citation by House of Commons report. Led to news stories in Channel 4 News, Today, The Times and others. Socio-technical evaluation of the electronic NHS Summary Care Record, a national system then covering ~1.5 million individuals (being extended to ~50 million), a central component of the National Programme for IT (biggest ever civilian IT project with total cost over £12 billion). Used novel application of ethnographic methods, plus statistical analysis. We revealed discordance between project assumptions and reality on the ground in terms of usability and organisation, explaining adoption substantially below project expectations.
