Based on a general technique proposed by the author in 2010, this paper develops a new method to construct synthetic hydrological data for use in civil engineering modelling. The utility of the technique for placing confidence intervals on discharge extremes is shown. This should lead to enhanced flood risk estimation procedures in the future. It also provides a means to analyse the statistical stationarity of hydrological records, which is important for detecting, and then modelling, the influence of climatic change.
