<12>This work was supported by Technion-Microsoft Electronic Commerce research centre through Technion budget number 2016322. This paper received attention even before formal publication: it was cited by Prof. Muthu Muthusamy in his blog (mysliceofpizza.blogspot.com) as a promising work addressing big questions including improvement of grant procedures of funding agencies. It is also a novel attempt at discussing distributed construction of distributed systems and opens up a new area of research. The basic tools are non-cooperative game theory and the notions of strong equilibria (which may not even exist for other games) and strong price of anarchy.
