This is the first full description of the new approach to generating individual Navier-Stokes vortex tubes, now also used for a thesis simulating vortices in a stratified fluid, the new J. Fluid Mech paper on Euler, and an invitation to visit the University of Chicago (contact William Irvine, wtmirvine@uchicago.edu) to apply it to their experiments. News of the results connecting reconnection to the generation of turbulence led to invited presentations at: The International Congress for Theoretical and Applied Mechanics in Beijing in August 2012 and the IUTAM Symposium (2013) on Vortex Dynamics: Formation, Structure and Function, Fukuoka, Japan.
