The previously published empirical research out of which this article developed is summarised again in the output. However, the output takes a structural systems perspective which is entirely new and allows for a substantively new conceptualisation of early years support, with an economic analysis not previously developed. The concept of progressive universalism is introduced and theorised. The article also presents issues arising from the research that raise new challenges for service providers, compares the findings of the research to those of other evaluations, and offers an original and innovative approach to costing services.
