This was an invited original research paper included in a special edition of the journal 'Energy Policy' edited by Professor Tim Jackson, which focused on Carbon Reduction at Community Scale. The paper argues that a transition to a low carbon pathway should focus on resilient energy systems that counter vulnerability. The paper draws upon work undertaken via a Knowledge Transfer Partnership (REF: KTP006997, grant value £58,227 supported by TSB and ESRC) which evaluates the energy aspects of a PFI social housing project.
