<13> This paper was the first to introduce the notion of a user stream and combine it with those of Quality-of-Service guaranties and penalties for non-compliance. Policies for making intelligent admission and server allocation decisions were developed. It received the 'Best Paper' award at MASCOTS 2008, one of the top international conferences on systems modelling and analysis. The research sponsor, British Telecom, was impressed with the system proposed and has applied for a patent for it.
