This paper condenses a large and confusing body of data from the literature and shows it can be explained by a simple two parameter model with a sound theoretical basis. The paper is a product of a long term research programme in small scale plasticity funded under EPSRC Grant No. EP/C518004/1. This and related work led to invited talks at the 2012 European Solid Mechanics Conference and the 2012 Gordon Research Conference on ‘Thin Film and Small Scale Mechanical Behavior’.
