This paper presents the principles that underlie this new upper bound analysis technique which forms the basis of the COBRAS software program which is available through Cambridge University's technology transfer company and has been used by over 40 bridge authorities and consultants in the UK and abroad including Atkins (ID_in_audit_file@atkinsglobal.com). To the author's knowledge it is the only software of its type anywhere in the world. A recent PhD has extended this work to produce a new version of the program which, for the first time in the world, gives a combined upper and lower bound solution for concrete slabs.
