This outlines the fundamental theoretical aspects with regard to territorial and personal jurisdiction of the German state from a constitutional viewpoint; against that background it describes the historical development of state sovereignty and also its current problems. It analyses how the German constitution allows the state to exercise power beyond territorial borders and to what extent other states can interfere with German sovereignty on its own territory. The text also observes how rules of personal jurisdiction have changed by the idea of European Union citizenship. Finally, the essay analyses how sovereignty of states changed through globalisation and internationalisation of politics.
