Since 2011, Bahrain and Oman are the Gulf monarchies where the vocal expression of political discontent has been evident. Unsurprisingly, the authorities of these two states, with more limited oil resources than their neighbours, face a greater challenge in proposing a new social contract to replace the old patrimonial model (based on the clientelist distribution of the rent). This article investigates, through comparative analysis, the non-coercive strategies which aim to consolidate the established political order in Bahrain and Oman . It pays particular attention to the “Arab Spring”, and to how these events reveal these regimes’ internal political mechanisms and the efficiency of their legitimization strategies.
