This article examines the changes in territorial organisation in post-Carolingian Europe north of the Alps, concentrating on the development of the county. Against the traditional interpretation that sees this development as one of breakdown or fragmentation from a Carolingian "system", it suggests that the evidence in fact fits better with precisely the opposite: far from breakdown or fragmentation, what we see is the reflection of crystallising political structures, a process in line with wider Carolingian imperatives.
