1st edition 626pp, 2009; 2nd 644pp, 2011. Work began in 2002. None of the writing has appeared elsewhere. The research took seven years because the aim was reconceptualization, rather than reporting what everyone agrees on. The complex reconceptualization involved: (1) the author�s research in analytical jurisprudence, used to explain basic concepts, (2) an original, sustained argument that comity requires certain forms of judicial restraint in public law (and for central roles for tribunals, ombudsmen, and other avenues of redress), and (3) substantial historical work to show that judicial review was not invented in the 1960s.
