<33> One major stream of research is IS/IT evaluation, commencing in 1992 with my most cited paper in JORS. Major IT failures are well known. Frequently, these are not technical but in deployment, management and exploitation, leading to resource waste. This work has explored from various aspects why IT evaluation is so poorly performed. This paper, published in a highly-ranked journal in its 64th volume, is with UK and European co-researchers. It argues that most organizations' attitude towards cost/benefit management is context-related and incident-driven and that development of the system lifecycle-based approach is needed.
