This paper expanded the underlying framework for consumption based accounting for the UK from a two-region to a multi-region model, added socio-demographic disaggregation to the model and reported on time-series emissions of carbon in the UK from a consumption perspective – the first time that these elements had been brought together in a consistent framework. It underlined the robustness of the earlier model and reinforced the message that from a consumption perspective progress towards the UK’s Kyoto targets was illusory – a message that became widely accepted in UK policy and influenced the work of Defra, DECC and the European Commission.
