<22> Originality: The paper describes the GALILEO system for automated discovery of new Physics concepts by resolving conflicts between theories and experimental evidence. It is original in its successful application of a small number of repair plans across a diverse range of case studies.

Significance: The driving of concept formation from reasoning failure is opening up a new direction in belief revision, that complements the traditional approach of axiom deletion.

Rigour: The repair plans are formally defined and implemented in higher-order logic. Their sound application is assured by the use of the Isabelle proof assistant. GALILEO has been thoroughly experimentally tested.
