This paper is the output of a Royal Society International Project (JP090075) with National Taiwan University and sets the agenda for the development of novel photoreactors to convert CO2 into fuels by combining high catalyst loading and improved quantum efficiency. This is evidenced by following funding from the EPSRC Challenging Engineers and RAEng Senior Research Fellows (£1.2m, EP/K021796/1). This work has also received the 1st student place at the 1st UK Solar to Fuels Symposium (2012) and 3rd place at the UKERC Energy Summer School (2012, http://www.ukerc.ac.uk/support/article1992).
