<04> This paper is concerned with increasing transmission rate and data distribution, and reducing time-delay, data-loss and standard deviation of MPEG video over 2.4 GHz frequency. The RBF Rate Control for quantization scale doubles the speed of transmission. The RBF controller for the arrival-rate and the NF controller for the departure-rate provide stable transmission. The simulations demonstrate that the intelligent system offers less concentration of GOP size in one area, more data distribution and less burstiness, resulting in reduction in time-delay and data-loss. In conclusion, the three AI algorithms have been used in delay-sensitive MPEG video services in portable devices.
