<06>This paper presents for the first time a rigorous analysis on outage-probability (OP) for OFDMA based downlink (DL) for femtocells under co-channel deployment in hierarchical 3-sector macrocells. We have developed an accurate mathematical model to represent the femto-DL-OP, and devised a distributed scheme for femtocells to control their DL transmit-power. We have shown femtocell-exclusion-region (FER) around a 3-sector macro base-station shrinks between macro-sectors to provide more space for co-channel femtocell deployment. The proposed scheme is able to stop co-channel femto-DL transmissions inside FER and maintain reliable services outside FER, which provides a cost-effective solution to enhance indoor coverage and capacity.
