This chapter forms the second chapter of the book and provides the conceptual framework and rationale for the later empirical sections. It provides a detailed analysis of the notion of governance that has come to play a central role in explaining and conceptualising the complex patterns of interdependencies between actors, institutions, functional activities and spatial organisations that characterise modern urban systems. The dimensions of governance examined in the chapter include the transition from government to governance, governance and economic development, governance as vertical co-ordination, governance as horizontal co-ordination and governance and public participation.
