<16>This highly-cited paper was a landmark publication in linked data, connecting best practice for publishing structured data on the WWW with a research agenda, conceptualised in relation to concepts such as the Semantic Web. Although many of the ideas first appeared elsewhere, this paper integrated them and set out a coherent agenda. Its impact helped data publication to move beyond silos and fixed data sources to recast the WWW as an unbounded global data space. The principles have been accepted as standards for government data in the UK and US, as well as organisations such as the BBC and Reuters.
