This paper provides a framework for fair radio resource allocation in OFDMA systems, which is a key challenge for mobile network operators. The proposed solution is then used to design a novel transmission-scheduling scheme for different mobile users ensuring long-term fairness.   There is scope for exploitation of the proposed framework in designing mesh networks and broadband networks for rural areas, where deployment and maintenance of other broadband technologies is expensive. We have also exploited some of the results in development of energy efficient access technologies in collaboration with Huawei China. A patent application has  been submitted from the extended results.
