This paper offers a critical perspective on how the learning process in public organisations may be influenced by gender, mediated through other significant factors including culture, hierarchy, status and power. Based on qualitative empirical information gained through interviews with managers, conclusions for both academics and practitioners are drawn in relation to the influence of such factors on the ways in which learning takes place in public organisations.
