Recently published, this paper has begun to attract citations from others in the field. The paper explores partnership working within local governance in England and Scotland. Based upon empirical evidence from a series of interviews with managers in local and central government agencies, the paper develops the theoretical argument of meta-bureaucracy to describe partnership activities. This is of significance to those charged with the running of public organisations under the coalition Government as well as the academic community.
